Congestion rent, live: what Europe's interconnectors earn every day

On the day we shipped this feature, the border between France and northern Italy earned about €3.3 million. Not a trading desk — the border itself. That number has a name — congestion rent — it's one of the least understood cash flows in the European power market, and as of this week you can watch it accumulate live on a free map.

Where the money comes from

Europe's day-ahead market is one coupled auction (SDAC) across dozens of bidding zones. If the cable between two zones had infinite capacity, their prices would be identical — traders would arbitrage any gap to zero. Real interconnectors are finite, so on many hours the cable "fills up" and prices decouple: France clears at €40 while Italy-North clears at €95.

Now follow one megawatt-hour across that border. It was bought in France at €40 and sold in Italy at €95. The €55 difference doesn't go to a trader — in the coupled auction it accrues to the interconnector's owners, usually the two TSOs. Multiply by the gigawatts flowing and the hours in a day:

congestion rent = Σhours ( flowMW × |priceA − priceB| )

That's the exact formula the terminal computes per border, from ENTSO-E physical flows and the day-ahead prices of the two zones, EUR markets only. Hover any border on the flow map and you'll see the MW, the current €/MWh spread, and what the border has earned so far today. Reading the animation

The flow particles now carry the economics. Volt-green packets ride from the cheap zone into the expensive one — arbitrage flows, the interconnector doing exactly what it was built for, and every one of them is somebody's congestion rent. Grey packets flow against the spread — power moving into the cheaper zone, which looks irrational until you remember loop flows, long-term contracts, and the physics of a meshed AC grid that no market design fully tames. The ratio of green to grey on a border is a one-glance market-efficiency indicator.

Why the number matters

It funds the next cable. EU regulation (Art. 19(2) of the Electricity Regulation) directs congestion income primarily toward guaranteeing capacity and building more interconnection. When you see a border printing millions daily, you're watching the business case for its own expansion write itself — this is precisely the analysis behind every interconnector investment decision from NordLink to the Celtic Interconnector.

It measures scarcity between markets. Persistent rent on a border is the market saying "these two systems want to trade more than the wire allows". Academic estimates put EU-wide congestion income in the billions of euros per year; our per-border live view makes the aggregate tangible one hour at a time.

It explains your price. If your zone imports through a congested border, part of your bill is the spread across it. Watching DE→FR or SE4→DE-LU decouple in the evening peak is the fastest way to understand why neighboring countries pay different prices for the same electron.

Caveats, stated honestly

We compute rent from physical flows (ENTSO-E A11) and day-ahead zonal prices. Formal congestion income is settled on scheduled commercial exchanges and, on flow-based borders, allocated by a more intricate rule — so our figure is an indicative live estimate, not the TSOs' invoice. Borders involving non-EUR markets are excluded (a GBP–EUR spread isn't a rent without an FX leg). And loop flows mean a border can show physical flow with no scheduled exchange behind it. None of this changes the order of magnitude — it's why we label the number "≈".

Open the map with flows on — it's the default view for first-time visitors now. Find the fattest green corridor, hover it, and check back at the evening peak.
